Understanding and Preventing Abuse and Neglect of People with Special Needs

The New York State Justice Center is responsible for investigating reports of abuse and neglect of persons served by providers that are operated, certified, licensed by any of several state agencies: the Office for People with Developmental Disabilities; the Office of Mental Health; the Office of Alcoholism and Substance Abuse Services; and the Office of Children and Family Services.  The Institute is collaborating with the Justice Center in the analysis of incidents to (1) identify conditions or practices that may contribute to incidents of abuse and neglect, forming the basis for data-driven preventive measures, and (2) identify systemic dysfunctions in the detection and investigation of abuse and neglect, forming the basis for systemic changes.
